Mission Statement
MRLC is a non-profit association of the legal communities of Cambodia, Lao P.D.R., Thailand and Vietnam established to promote the rule of law, encourage sustainable socio-economic development and facilitate the process of legal development within the countries of the Region. MRLC furthers this mission through a variety of legal programs, which enhance legal education, strengthen legal capacity, encourage complementarity of legal systems and create a regional approach of problem solving.

Formation and Status
The concept of the Center formed during the first conference on Law and Legal Development in the Mekong Region, held in Chiang Mai in September 1992. After 18 months of development work by an international committee made up of legal experts from Cambodia, Laos, Thailand and Vietnam, the MRLC was formally established at the inaugural conference of the Mekong Region Law Center in Phnom Penh, held in June 1994. The forming instrument was the MRLC Charter, which was signed by delegates from the member countries and adopted at the inaugural conference.

In 1995, The Mekong Region Law Center Foundation was registered under the law of Thailand - Reg. No. Gor Tor 438.

The MRLC is a member of the Thai Sub-Committee on Combating Transnational Trafficking in Children and Women, and is a member of the UN Working Group on Trafficking in Women and Children in the Mekong Sub-region. This working group helps provide technical support and advice in the management of the U.N. Inter-Agency Project on 'Trafficking in Women and Children in the Mekong Sub-region'.

The MRLC is now one of the ASEAN Centers of Excellence (COEs) to help develop the human resource in ASEAN (esp. in new members of the ASEAN), and is one of the ASEAN COEs receiving financial support from the Ministry of International Trade and Industry of Japan in the Japanese FY 2000 to organize a training workshop on 'Intellectual Property Law and Transfer of Technology'. The MRLC has been selected as the principal coordinating COE for the trade-related COEs.
