UNITED NATIONS ENVIRONMENT PROGRAMME

REGIONAL OFFICE FOR ASIA AND THE PACIFIC (ROAP)

 

ROAP was established in 1973 and is one of six regional offices that represent UNEP throughout the world.

ROAP's activities aim at underlying the catalytic and coordinating role of UNEP for promoting international cooperation in the field of the environment. It also provides policy guidance for environmental programmes within the United Nations system. ROAP gives technical advice and assistance, and fellowship awards; promotes environmental awareness; implements technical cooperation projects under trusts funds; supports UNEP-implemented or UNEP-coordinated projects and provides inputs and support for activities of other UN agencies, international organizations and regional and national bodies.

ROAP has intensified its Environmental Law activities in countries in the Asia Pacific region since the beginning of 1996. The programme, is an integral part of UNEP's Environmental Law and Institutions Programme Activity Center at headquarters in Nairobi. It is currently focusing on providing assistance to Governments in the region to strengthen their legislative and institutional arrangements for environmental management in the new context of sustainable development, and for the implementation of environmental conventions and other international legal instruments.

New partnerships have been established with regional organisations to combine the comparative advantages of these organisations and UNEP's specialized expertise in Environmental Law, to make available effective and non-duplicative programmes of assistance, which respond to the particular needs of countries in each sub-region.

The current Environmental Law Programme in Asia and the Pacific comprises technical advice and assistance to ten countries, two sub-regional training workshops on environmental legislation and implementation of environmental conventions, a Symposium for Judicial Officers of the South Asian countries on Environmental Law and Sustainable Development and an Information Dissemination Programme.

INFORMATION ON MRLC

MEKONG REGION LAW CENTER (MRLC)

 

Mission Statement: The Mekong Region Law Center (MRLC) is a non-profit association of the legal communities of Cambodia, Lao PDR, Thailand and Vietnam established to promote the rule of law, encourage sustainable development within the countries of the region. MRLC furthers this mission through a variety of legal programs which enhance legal education, strengthen legal capacity, encourage complementarity of legal systems and create a regional approach to problem solving.

Formation: The concept of the Center formed during the first conference on Law and Legal Development in the Mekong Region, held in Chieng Mai in September 1992. After 18 months of development work by an international committee made up of legal experts from Cambodia, Lao PDR, Thailand and Vietnam, the MRLC was formally established at the inaugural conference of the Mekong Region Law Center in Phnom Penh, held in June 1994. The forming instrument was the MRLC Charter which was signed by delegates from the member countries and adopted at the inaugural conference.

Scope of Activities: At present, the primary activities of MRLC are confined to Cambodia, Lao PDR, Thailand and Vietnam. However, MRLC is working with cooperating agencies to implement specific programs throughout the entire Mekong region, including Myanmar and Yunnan Province of the People's Republic of China. At an appropriate time, offers of MRLC membership may be extended to these two countries.

Program Fields: MRLC programs are conducted in four legal fields:

  1. Business and Commercial Law
  2. Environmental and Resource Management Law
  3. Administration of Justice and Human Rights
  4. International Law (Public and Private)
